Introduction-A Mother's Nightmare Unfolds:
The 5th of March, 2025, began as an ordinary day for a girl child, a resident of
Dhaniakhali, Hooghly. She found herself at the bustling Howrah Railway Station
(Old Complex), a common starting point for countless journeys. Little did she
know that this day would plunge her into a mother's worst nightmare - the
abduction of her precious three-year-old daughter.

The mother's ordeal began when an unidentified woman, seemingly harmless and
around 45 years of age, approached her. With disarming charm, the woman struck
up a conversation and offered to help care for her child. Her seemingly kind
intentions masked a sinister plot that was about to unfold. Under the pretence
of feeding the child, the woman lured her away from her mother's side. Moments
later, the mother realized with chilling horror that both the woman and her
daughter had vanished.
Distraught and desperate, the mother immediately reported the incident, setting
in motion a complex and urgent investigation. The Howrah Government Railway
Police Station (GRPS) swiftly registered the case as No. 37/25, invoking
Sections 137(2) and 140(3) of the Bharatiya Nyaya Sanhita (BNS), the newly
enacted criminal code. However, as the investigation unfolded, it became clear
that this was not merely a case of abduction but a potential instance of human
trafficking.
The disappearance of the child ignited a firestorm of activity, galvanizing
multiple law enforcement agencies across state lines. The case demanded
immediate action, seamless coordination, and the unwavering determination to
bring her home safely. What followed was a meticulously planned and executed
operation that showcased the power of inter-agency collaboration, technological
prowess, and old-fashioned police work. The successful rescue and reunion of the
child with her mother stand as a testament to the dedication and resilience of
the law enforcement officers involved.
The Investigation - A Race against Time
The initial hours following her disappearance were critical. Every minute that ticked by increased the risk to the young child. The investigation team, led by the Superintendent of Railway Police, Howrah, understood the urgency and launched a multi-pronged approach to track down the suspect and recover the child.
The Power of Surveillance: Deciphering the CCTV Trail
In the age of ubiquitous technology, CCTV footage became the cornerstone of the investigation. The detectives meticulously reviewed hours of footage from the Howrah Railway Station and surrounding areas, hoping to piece together the suspect's movements. Their persistence paid off, yielding crucial clues that would guide the investigation.
- Arrival at Howrah: The footage revealed that the suspect had arrived at Howrah Railway Station at 04:33 hrs on the very day of the abduction. She was seen disembarking from DN 38302 Mecheda-Howrah local, a train that serves a densely populated suburban corridor. This information provided a starting point for tracing her movements.
- Within the Station Premises: Further surveillance captured the suspect's movements within the station. She was observed loitering in the area, seemingly observing potential targets before approaching the mother and daughter. These images offered valuable insights into her modus operandi.
- Escape Route – The Bus Stand Connection: The CCTV cameras tracked the suspect as she made her way towards the Howrah bus stand. The footage showed her boarding a minibus that plies the Howrah-Metiaburuz route, with the child in tow. This expanded the search area and required the involvement of the Kolkata Police.
- Crossing the River – Kolkata Police Involvement: The investigation revealed that the suspect had disembarked at Bichali Ghat, a ferry terminal under the jurisdiction of the Kolkata Police. From there, she crossed the Hooghly River to Nazirganj Ghat, falling under Sankrail Police Station (PS) within the Howrah Police Commissionerate. This required inter-agency collaboration.
- The Sankrail Leg – Auto Rickshaws and a Train Journey: On the other side of the river, the suspect took an auto rickshaw from Nazirganj Ghat to Chanpatala in Sankrail. She then boarded another auto to Sankrail Station, indicating her intent to continue her journey by train.
- Train to Fuleswar – The Panskura Local: CCTV footage from Sankrail Station confirmed that the suspect boarded Train No. 38417 UP Howrah-Panskura Local at 11:03 hrs and disembarked at Fuleswar Station at 11:22 hrs.
- Final Destination – Uluberia and Birshibpur: Investigators gathered and analyzed CCTV footage from Fuleswar and Uluberia. This led to the identification of "Toto" vehicles that transported the suspect from Fuleswar to Uluberia SDO More and later towards Birshibpur. This significantly narrowed the search area.
The diligent analysis of CCTV footage provided a detailed timeline of the suspect's movements, transforming a seemingly random act of abduction into a traceable sequence of events. This visual roadmap was instrumental in directing the investigation and identifying potential hideouts.
Unmasking the Perpetrators – Identification and Arrest of Suspects
While the CCTV footage provided valuable leads, identifying the suspect and her accomplices was paramount. The investigation team employed a combination of traditional police methods, technical surveillance, and intelligence gathering to unmask the perpetrators.
- Mrs SB – The First Domino Falls: The relentless pursuit led to the arrest of Mrs SB on 11th March 2025, within the Uluberia PS jurisdiction. Her apprehension marked a significant breakthrough in the case. During interrogation, Mrs SB revealed crucial details about her role in the abduction and identified her co-conspirators.
- Mrs MB – The Trafficking Link Emerges: The interrogation of Mrs SB led the police to Mrs MB, who was arrested on 12th March 2025, from Bauria PS jurisdiction. MB's testimony revealed a disturbing detail: the child had been handed over to Soraj (alias Shobhraj), at Jaipur Railway Station. She implicated him in a larger sex trafficking network operating in Rajasthan, transforming the case into a complex investigation into organized human trafficking.
Tracing the Network - The Power of Call Detail Records (CDR) Analysis:
With the identification of the suspects, the focus shifted to understanding their network and tracing the movement of the child. Call Detail Records (CDR) analysis became an invaluable tool in mapping the accused's journeys and identifying potential contacts.
- Onward Journey to Rajasthan: Following the Digital Footprint: The CDR analysis revealed that on 7th March 2025, just two days after the abduction, the accused boarded Train No. 18009 Ajmer Weekly Express from Santragachi, a major railway terminal near Howrah. This confirmed their intention to transport the child out of West Bengal. They arrived in Ajmer on 9th March 2025 and then proceeded to Jaipur via Train No. 20937 Delhi Sarai Rohilla SF Express, reaching Jaipur at 15:40 hrs. This painstaking tracking of their movements using CDR analysis provided irrefutable evidence of their involvement in the crime.
- The Jaipur Connection - Unveiling the Trafficking Hub: The investigation uncovered the horrifying truth that the child was allegedly sold at Jaipur Railway Station to a man who ran a sex trafficking racket in Adalwada, a remote area in Sawai Madhopur District, Rajasthan. This revelation underscored the organized and systematic nature of the crime. The CDR analysis further revealed that the suspects had stayed near Kanakpura Railway Station (Nand Janki Niwas, Kanakpura) on 9th March 2025, providing a specific location for further investigation.
- Return Journey - The Escape from Justice Thwarted: The CDR analysis also charted the suspects' return journey. They travelled from Jaipur to Howrah via Train No. 22308 Howrah SF Express on 10th-11th March 2025. This information confirmed their presence in Jaipur during the critical period when the child was allegedly sold and allowed the police to prepare for their arrest upon their return to West Bengal.
Legal Action and Rescue Operation-A Race to save the child:
With the suspects in custody and the trafficking network exposed, the focus
shifted to securing legal custody of the accused and launching a rescue
operation to recover the child.

Seeking Custody - The Police Custody (PC) Prayer:
On 12th March 2025, Mrs MB, one of the arrested co-accused, was produced before the Ld. CJM (Chief Judicial Magistrate), Howrah. The prosecution sought a 14-day Police Custody remand, arguing that MB's interrogation was crucial to unravelling the entire trafficking network and recovering the child. Mrs SB, the other accused, was already under a 14-day Police Custody remand. Securing these remands was essential to allow the police to conduct thorough interrogations and gather critical evidence.

Deployment of a Special Team - Operation Missing Child Begins:
Recognizing the urgency of the situation, a 7-member special team was assembled and dispatched to Jaipur on the evening of 13th March 2025. The team included the victim's mother, whose presence was deemed crucial for identifying her daughter and providing emotional support. MB, the co-accused who had confessed to the trafficking link, was also part of the team, under police custody. This daring move was based on the belief that her cooperation would be essential in locating the child and identifying the other members of the trafficking network. The mission was clear: arrest the remaining accused and recover the child, no matter the obstacles. The team travelled by flight to minimize travel time and maximize the chances of a successful rescue.

The Rescue - Triumph against All Odds:
The special team arrived in Jaipur and immediately coordinated with the Rajasthan Police. Together, they launched a joint operation targeting the identified location in Adalwada, Barwara, Sawai Madhopur District, Rajasthan.
The operation was fraught with risk, as the team was entering a known hub
for human trafficking. However, their determination and the cooperation of
the Rajasthan Police proved to be decisive.
In a dramatic turn of events, the child was successfully rescued from Adalwada.
The relief and joy of the team were palpable as they secured the young girl,
finally bringing her out of harm's way. Following the rescue, the child was
produced before the Child Welfare Committee (CWC) for necessary procedures and
rehabilitation. The CWC ensured that she received the necessary medical
attention, psychological support, and safe shelter. After completing the legal
formalities, the moment that everyone had been waiting for finally arrived: The
child was reunited with her mother. The emotional reunion was a testament to the
power of hope, perseverance, and the unwavering commitment of law enforcement.
The Role of Multi-Agency Coordination-A Symphony of Law Enforcement:
The successful rescue of the child was not the result of a single agency's
efforts but a testament to the seamless cooperation between multiple law
enforcement units across different states. This coordination played a pivotal
role in securing the child's safety and bringing the perpetrators to justice.
The key agencies involved included:
Howrah GRP (Government Railway Police):
- The lead agency in the investigation, responsible for initiating the case and coordinating the overall operation.
- RPF Howrah, RPF Kharagpur, RPF Ajmer, RPF Jaipur (Railway Protection Force units across different locations): Provided critical support in securing railway stations, analysing CCTV footage, and assisting in the identification and apprehension of suspects. Their presence across different locations was invaluable in tracking the movement of the accused.
- Howrah Police Commissionerate (HPC): Provided support in investigating leads within their jurisdiction and assisting in the arrest of suspects.
- Kolkata Police: Assisted in tracking the suspect's movements within Kolkata and providing logistical support.
- Kharagpur GRP: Provided support in investigating leads in the Kharagpur area and assisting in the analysis of CCTV footage.
- Howrah Rural Police: Provided support in investigating leads in rural areas of Howrah district and assisting in the arrest of suspects.
- Sawai Madhopur Police, Rajasthan: Played a crucial role in the rescue operation in Rajasthan, providing local knowledge, manpower, and logistical support. Their cooperation was essential in securing the child's safe return.
Key Learning and Way Forward - Strengthening Defences Against Trafficking:
The trafficked child's case, while ending in a successful rescue, highlighted the vulnerabilities that allow human trafficking networks to thrive. The investigation revealed critical lessons that can be used to strengthen anti-trafficking efforts and prevent similar incidents in the future.
Enhanced Surveillance Mechanisms - The All-Seeing Eye:
- Expansion of AI-based Real-Time Facial Recognition Systems in Railway Stations: Implementing AI-powered facial recognition technology can help identify known offenders, potential traffickers, and missing persons in real-time, alerting law enforcement to potential threats.
- Better Integration of Surveillance Data across Multiple Jurisdictions: Creating a centralized database that integrates surveillance data from various railway stations, bus terminals, and public spaces would allow for seamless tracking of suspects and victims across state lines.
Improved Railway and Transport Security - Fortifying Vulnerable Points:
- Stricter Monitoring at Railway Stations and Bus Terminals: Increasing the presence of uniformed and plainclothes police officers, conducting regular security checks, and deploying sniffer dogs can deter traffickers and identify potential victims.
- Deployment of Plainclothes Police Officers in High-Risk Zones: Placing plainclothes police officers in areas known for high trafficking activity can help identify and apprehend suspects discreetly.
- Awareness Campaigns to Educate Passengers About Potential Threats and Reporting Mechanisms: Educating passengers about the signs of trafficking, providing information on how to report suspicious activity, and promoting vigilance can empower them to become part of the solution.
Strengthening Anti-Trafficking Efforts - A Coordinated Response:
- Dedicated Anti-Human Trafficking Units Across State Police Forces: Establishing specialized units within state police forces dedicated solely to investigating and prosecuting human trafficking cases can improve the effectiveness of law enforcement efforts.
- Collaboration with NGOs and State/International Organizations to Provide Rehabilitation Support for Rescued Victims: Partnering with NGOs and State/international organizations to provide comprehensive rehabilitation services for rescued victims, including medical care, psychological counselling, legal assistance, and vocational training, is essential for their recovery and reintegration into society.
- Data-Sharing Platforms between States to Track Inter-State Trafficking Networks: Creating secure data-sharing platforms that allow state police forces to exchange information on trafficking cases, suspects, and modus operandi can help track and dismantle inter-state trafficking networks more effectively.
Legislative and Policy Reforms - Strengthening the Legal Framework:
- Reviewing Legal Provisions Under BNS to Enhance Stringent Penalties for Trafficking-Related Crimes: Reviewing the relevant sections of the Bharatiya Nyaya Sanhita (BNS), 2023 to ensure that they provide adequate penalties for human trafficking offences, including provisions for asset forfeiture and enhanced sentences for repeat offenders, can strengthen the legal framework.
- Strengthening Provisions for Witness Protection and Fast-Track Courts to Expedite Justice for Victims: Strengthening witness protection programs to encourage victims and witnesses to come forward and providing access to fast-track courts to expedite the prosecution of trafficking cases can improve the delivery of justice.
